Test Reports and Certifications: What to Require and What to Skip

Certification requirements are easy to copy into a specification and expensive to satisfy. Knowing which ones do work is worth more than requiring all of them.

Certification and testing language is easy to copy from one specification to the next, and it is rarely revisited. The result is projects requiring documentation nobody reads, at a cost the fabricator prices in.

Being deliberate about which requirements do work is worth more than requiring everything.

Emissions Compliance, Which Is Not Optional

Composite wood panels sold in the United States are subject to formaldehyde emission standards, and compliance is a legal requirement rather than a specification choice.

Requiring documentation of compliance is reasonable and costs nothing, because compliant material is what is being sold. Requiring a stricter no-added-formaldehyde standard is a genuine upgrade with a genuine cost, and it should be a deliberate decision rather than boilerplate.

Where a project is pursuing a green building certification, the emissions documentation is usually needed for the credit, and the requirement earns itself.

Chain of Custody

Certified sustainable sourcing requires documented chain of custody through every party that handles the material.

This is meaningful and it is not free. A fabricator has to hold certification, purchase certified stock, and maintain documentation. On species where certified supply is thin, it can also constrain what is available and extend lead times.

Require it when the project is pursuing a credit that needs it, or when the owner has a sourcing commitment. Requiring it reflexively on a project with no such commitment adds cost and can quietly eliminate the species the design was based on.

Finish Performance Testing

The standards define finish performance by test, and requiring test data is appropriate for surfaces that will meet water, chemicals, or heavy wear.

The productive approach is to require it by scope. Bar tops, vanities, commercial reception surfaces, and anything in a wet area justify it. A paneled study wall does not.

Requiring a full test battery across an entire package prices a great deal of documentation that will never be consulted.

Fire Rating, Where the Code Requires It

Flame spread and smoke development ratings are code requirements in defined occupancies and locations, and where they apply they are not negotiable.

What causes trouble is applying the requirement more broadly than the code does. Fire-retardant treated substrates and rated finish systems change appearance, cost, and available species. Confirm where the rating is actually required and specify it there.

What Usually Does Not Earn Its Cost

Shop certification programs are useful signals when selecting a fabricator, but requiring them as a bid condition narrows the field, sometimes to shops whose work is not otherwise the best fit.

Mill certificates for every component, moisture content documentation per piece, and full material traceability on ordinary work generate paperwork disproportionate to the risk.

The Test to Apply

For each requirement, ask who will read the document and what decision it will inform.

If the answer is a green building credit, a code official, or a specific performance risk, keep it. If the answer is that it has always been in the section, it is costing money and producing paper.
